RULES OF THE ARNOS BOWLING CLUB (Revised 2009) INDEX Constitution 1. The Club shall be known as ARNOS BOWLING CLUB and shall be affiliated to the Middlesex County Bowling Association and such other bodies as the Committee approve. 2. The playing rules of the Club shall be those of the English Bowling Association. 3. A Special General Meeting may be convened by the Secretary upon receipt by him/her of a requisition signed by 15 members stating the purpose for which it is desired. The Agenda of such a meeting, giving seven days notice, shall be sent to each member by the Secretary. No business other than that for which the meeting has been called may be discussed. 4. No alteration, or addition, to these Rules shall be made, except at a Annual General Meeting or Special General Meeting and that notice of such alteration or addition shall be sent to the Secretary, twenty one days prior thereto and that either alteration or addition shall command a majority of two thirds of those voting. Seven days notice in writing of the Annual General Meeting or any Special General Meeting shall be given to all members. Forty percent of playing members shall form a quorum. 5. The Club shall be governed by an annually elected Committee who will meet at least 10 times per year. 5.1. The Committee shall have the power to make or alter byelaws, which shall be binding on all members. Such byelaws to be affixed to an appropriate Club Notice Board seven days prior to such byelaws coming into operation. Such byelaws may be considered, so as to be introduced as a Club Rule only under the provision of Rule 4. 6.
Dissolution: 7.(a) The Committee shall consist of a President, Vice President, Men's Captain, 2 Men's Vice Captains, Ladies Captain, 2 Ladies Vice Captains, Hon. Secretary, Hon. Fixtures Secretary, Hon. Treasurer, Green Ranger and two other members, all of whom shall be playing members. (b) The President, Vice President, Hon. Secretary, Hon. Fixtures Secretary, Hon. Treasurer, Green Ranger and six other members (at least two of whom shall be ladies), shall be elected by all playing members at the Annual General Meeting. (c) The Men's Captain, Vice Captain and Men's Selection Committee to be elected by male playing members only, at the Annual General Meeting. (d) The Ladies Captain, Vice Captain and Ladies Selection Committee to be elected by the lady playing members only, at the Annual General Meeting. (e) For any vacancy the Committee shall appoint a successor until the next Annual General Meeting. (f) Matters considered by the President directly affecting Men's Club activities, shall be voted on by men only; similarly matters directly affecting Ladies Club activities, shall be voted on by ladies only. (g) The positions of President, Vice President. Captain and Vice Captain shall be held for a period of two years only. 8. (a) Two Trustees, who shall be playing members of the Club shall be appointed at an Annual General Meeting and shall respectively hold office unto death, resignation, invalidation or unless removed from office by a resolution of the playing members at an Annual General Meeting. (b) Any casual vacancy arising during the year for the office of Trustee may be filled by the Committee and the person so appointed shall hold office until the next Annual General Meeting when he/she shall retire but may be re-appointed by a resolution of the playing members at that meeting.(c) The Trustees shall be empowered to sign a lease with the London Borough of Enfield for occupation of the Club premises, any variation to or renewal of that lease and any other legal document on behalf of the Club provide such lease or document has been properly approved. (d) The Trustees shall exercise reasonable care to ensure that the terms of the lease and any other legal document are observed. (e) The Trustees shall be entitled to the indemnities conferred on Trustees by law and further shall be indemnified by the Club for any expenses or liability personally incurred in connection with the lease or any other legal document. 9. (a) The Club shall have four categories of members. (i) Life Members, who may be playing or honorary. Such members shall be proposed by the Committee subject to approval and confirmation by the Annual General Meeting, for past outstanding service to the Club. (ii) Playing Members, who shall be eligible to play in all Club matches and competitions subject to Rule 11. (iii) Honorary Members, who as ex-playing members, no longer wishing to play on a regular basis shall be eligible to attend all Club functions. (iv) Social Members, who may wish to play but not on a regular basis shall be eligible to attend all Club functions. (b) Both Honorary and Social Members shall be eligible to play only in roll ups and Special Competitions, on payment of a fee for each session played. The amount of this fee to be determined by the Committee and approved at the Annual General Meeting. This amount to be posted on a suitable Notice Board. 10. Honorary and social members may attended the Annual General Meeting but shall have no right to vote, or be eligible to take office. 11. All new applicants for membership shall be interviewed by a Captain and the Secretary, and will need the approval of a Club Coach before acceptance as members by that Captain and the Secretary on behalf of the Committee. New members may take part in Club Competitions during their first year of their membership only by invitation of a Captain. 12. Entrance fees and annual subscriptions for playing, honorary and social members shall be proposed by the Committee and approved at the Annual General Meeting. 13. Annual subscriptions to the Club become due on the 1st April. No member shall be eligible to play in matches or competitions unless his/her subscriptions have been paid. If, by the second playing Saturday, the subscription is not paid, he/she shall cease to be a member. 14. The payment of the subscription shall be distinct acknowledgement on the part of each member that he/she is bound by the Rules of the Club and that he/she accepts the decision of the Committee and Captains in all cases. 15. (a) The Treasurer shall receive and keep an account of all monies of the Club (subject to Rule 16) and make payments sanctioned by the Committee, Such monies shall be paid into an account in the name of Arnos Bowling Club at a Bank approved by the Committee. (b) Cheques drawn thereon must be signed by any two of the following: The President, Treasurer, Secretary, or such other member as the Committee may appoint. (c) All accounts shall be closed at the end of October of each year and, after audit by two Hon. Auditors (who shall be elected at the Annual General Meeting), a copy of the main account shall be sent to each member, with the notice convening the Annual General Meeting. 16. The Catering Committee shall keep an account of all monies received and payments made in carrying out the catering commitments of the Club. This account shall be kept separately from the Club Main Account. 17. No collections may be made from members for the direct, or indirect purpose of the Club, without specific sanction of the Committee and all money so collected shall be passed though the accounts of the Club. 18. (a) The Club colours shall be navy blue, red, white and gold. Club ties and cravats shall be worn in all matches and competitions arranged by the Committee. (Club ties, cravats and blazer badges can be purchased from the Treasurer). (b) Members dress on the green shall be all white on Saturday and Sunday afternoons. Bank Holidays, special events, one-day special competitions and ladies fixtures. On all other occasions members are to wear white above the waist, with plain grey trousers (men) and plain grey skirts (ladies). Ladies may wear trousers. (c) Shoes shall be regulation-bowling shoes in brown, tan, grey or white. 19. The Captains shall arbitrate on disputed matters and their decision shall be final. If however, they are unable to resolve the problem the Committee shall be consulted to finalise the situation. 20. Any member whose conduct, in the opinion of the Committee, is detrimental to the best interest of the Club may be required to resign his/her membership of, or alternatively be expelled from the Club. In no case shall this rule be operative until the member in question has been invited to furnish and has had the opportunity of furnishing the Committee with an explanation of his/her conduct, and then only on a vote of not less than three-fourths of the members of the Committee. At all times the member shall have the right to appeal to the Annual General Meeting or Special General Meeting called under Rule 3. 21. All Club matches and competitions shall be determined by the Committee. 22. (a) A Selection Committee shall have overall responsibility for the arrangement of all inter-club matches. (b) A Men's Selection Committee consisting of the Men's Captain and Vice Captain and three other playing members elected at the Annual General Meeting shall select teams for all men's matches from those members who put their names forward. (c) A Ladies Selection Committee consisting of the Ladies Captain and Vice Captain and three playing members elected at the Annual General Meeting shall select teams for all ladies matches from those members who put then- names forward. (d) The Men's Captain, Ladies Captain, Men's Vice Captain and Ladies Vice Captain shall select teams for all mixed gender club matches from those members who have put their names forward. (e) Fixture notices must be posted on the appropriate Notice Board 14 days prior to the playing date. (f) The players selected from those playing members who have volunteered their names in (a), (b) or (c) shall have their names and playing position posted on the appropriate Notice Hoard five clear days before each match. Selected players must initial the notice against their names otherwise their places may be filled. 23. The following competitions are to be held annually by the Club. KNOCK OUT COMPETITIONS 24. (a) Each competition shall be under the direction of a Steward, who shall be a member of the appropriate selection committees. Each Steward shall be responsible for just one of the competitions. The name of the Steward shall appear on the appropriate competition chart and to whom all communications should be addressed. (b) An entry fee is payable for each competition as determined by the Committee. (c) It shall be the responsibility of each appropriate Captain and their Selection Committees to calculate the handicap for each member entering the Handicap competitions. (d) In the Handicap competitions, two players of the same handicap may agree, before playing, to score to 21 points only. (e) The Selection Committee shall make the draw, specifying a time period for each round, the results of which will be posted on the appropriate Notice Board. The first name of each drawn pair shall be known as the "Challenger". The Challenger shall offer their opponent three dates for playing within the specified period allowed to each round. The dates offered must be evenly spread over the period and three days notice must be given. Failure to do so may result in the Challenger forfeiting the game. If a mutual agreement cannot be reached the problem should be brought immediately to the attention of the Competition Steward, who shall be responsible for attempting to arrange a date acceptable to both players, in the event of a continuing lack of agreement, the appropriate Captain shall be the final arbiter in any dispute, in exceptional circumstances the Captain may, at his /her discretion, allow an extension of not more than seven days beyond the date set for the completion of that round. The decision of the Captain will be final. The Captain may where appropriate disqualify either or both the competitors. It is the Challengers' responsibility for arranging a "Marker". (f) Competition games: - (i) May take place on Monday, Wednesday and Thursday morning and at weekends from 10.00a.m. and must be completed by 1.30 p.m. if possible. (ii) On weekday mornings, may only occupy three rinks to be specified by the Green Ranger unless special arrangements have been made with the Green Ranger. (iii) On weekday afternoons shall be governed by the priority covering reservation of rinks. Rule 26 applies, (No competition games to be played Monday afternoon). (iv) On weekday evenings shall be governed by the priority covering reservation of rinks. Rule 26 applies, (No competition games to be played Friday evening). (v) On weekend mornings, may occupy all six rinks if available. (vi) At weekends. Club Matches, Fixtures Special Competitions or outside Competitions will at all times take precedence over Club Competitions. (vii) When more than one Competition game is to be played during any session, a Steward shall arrange a draw for the choice of rinks to be allotted. Rinks so allotted shall be recorded on the appropriate Notice Board. Allotted rinks only to be changed when in the opinion of the Green Ranger that rink needs to be rested. (viii) Members are requested to give notice as early as possible of intended games on the appropriate Notice Board. (ix) Should extra maintenance work be required, or due to adverse weather conditions, work that should have been carried out on Tuesdays or Fridays will at all times take precedence and arrangements for play will have to be adjusted or postponed. (x) Should any competitor be more than 30 minutes late to the agreed starting time, then they shall forfeit the game. (xi) Trophies will be awarded to the winner and runner-up in each competition who shall hold the trophy for the following season. The trophy should be returned to the Secretary at the end of each season in order that the new holder's name may be engraved. (g) The finals of all Knock Out Competitions shall be played over the first weekend in September. (h) Should any finalist be unable to play in an arranged final their place shall be taken by their losing semi-finalist- With the Pairs final, should one or both players of a team be unable to play, that pair shall be replaced by their losing semi-finalists. SPECIAL CLUB COMPETITIONS 25. Any Club member may volunteer to be a Special Competition Steward and with the Committees approval, be responsible for the organisation of any Special Club or Inter-Club competition. 26. "SPOONS", "MONDAY 3-2-1", "THURSDAY POINTS" and "SATURDAY LEAGUE" (a) These Competitions are open to all playing members. New members shall be eligible to play under the provision of Rule 11. (b) A minimum of twelve players will constitute an official game of Monday 3-2-1, Saturday League and Thursday Points, eighteen players for Spoons. (c) Prizes for all four competitions are awarded at the end of the season. 27. "FIXED JACK.", "INVERFORTH", "MIXED PAIRS" and “ST. JAMES SINGLES”. (a) These competitions consist of each contestant playing 4 games of 8 ends, against 4 different opponents and each game to be played on a different rink. (b) The number of entrants will determine the number of groups to play (c) The competitions shall be completed during a single day. (d) To determine the winner(s) and runner-up(s) of the above competitions, score 2 points for a win and 1 point for a draw (per session). However, where two or more players/pairs are on equal points, then the player(s) with the highest shot difference will decide (plus the number of winning ends if necessary) will be the winner(s) of each group. There will be a play-off the format of which will be governed by the number of groups participating, to determine the final winner and runner-up. 28. BARNARD TROPHY This trophy shall be awarded to the player, who in the opinion of the Committee has made the most progress in their bowling skills during the season. 29. ORDER OF MERIT This is an award to both a Lady and a Gentleman player based on their success in all Club approved competitions. Their success is assessed on a point’s basis where the Winner scores 5
points and the Runner Up scores 3 points. 30. (a) The Bowling Green shall be open on the last Saturday in April and will open every day (weather permitting) during the season (except on days when the Park is closed to the public). Opening times will be 10.00 a.m. except Tuesdays and Fridays when the opening time will be at 1.00 p.m. (b) Should extra maintenance work be necessary, or due to adverse weather conditions alternative days are required for work that should have normally been carried out on Tuesdays or Fridays, then play will not take place until 1.00 p.m. on such days (or as the Green Ranger deems appropriate). Members will be notified by an announcement on the appropriate Notice Board. (c) The Club cannot be held responsible for the loss or damage of member's personal property. (d) If due to adverse weather conditions, it should be in the opinion of the Green Ranger, be deemed necessary to:- (i) Cancel or postpone any fixture, roll up etc. due to be played. (ii) Insist on the use of protective matting.
Such decisions must be adhered to; the Green Ranger's decision is final.
31. The priority of the reservation of rinks is as follows: (i) Middlesex Games (ii) North London Ladies or Finchley Men's Competition (iii) Club Fixtures (iv) Club Competitions (v) Roll-ups NOTICE BOARDS 32. Notices posted on any Club Notice Board will be deemed to be a notice given to all members. It is important therefore that all Notice Boards are consulted frequently. |
